Vizita de două zile în Germania pe care premierul moldovean Vlad Filat o începe marţi stârneşte îngrijorare la Chişinău. Există informaţii scurse din surse diplomatice că la Berlin se va discuta despre soluţionarea diferendului transnistrean în baza unui plan de federalizare a Moldovei, convenit la nivelul discuţiilor germano-ruse.

De Ce Totuși Biden a Vizitat Moldova?

Biden a venit și a plecat, iar experții moldoveni continuă să se întrebe – cum totuși a reușit diplomația moldovenească sa-l aducă pe Joe Biden la Chișinău? Din păcate, nici măcar diplomația moldovenească nu știe care e răspunsul – este evident că Filat a fost surprins de vizita vicepreședintelui american, la fel și ministrul afacerilor externe Leancă. Însă judecînd după logica evenimentelor, întrebarea mai exactă este – de ce oficialii americani de un rang atît de înalt nu au vizitat țara noastră pînă acum, deși așa-numita „Revoluție Twitter” care a făcut Moldova cunoscută în toată lumea a avut loc în 2009? De ce, în luna iulie a anului 2010, Hillary Clinton a ocolit Moldova vizitînd Ucraina și președintele pro-rus Yanukovici și Georgia, întimidată de politica americană „de resetare” a relațiilor cu Rusia?

Reprezentantul special al Germaniei pentru problema transnistreană Patricia Flor s-a întâlnit la Tiraspol cu liderul transnistrean Igor Smirnov şi i-a spus că regiunea separatistă “nu este şi nici nu va fi recunoscută vreodată pe plan internaţional”.
“Administraţiei de la Tiraspol nu-i rămâne decât să accepte această stare de fapt”, i-a transmis lui Smirnov oficialul german, care este emisar al Ministerului german de Externe pentru Europa de Est, Caucaz şi Asia Centrală.

German Chancellor Angela Merkel arrived in the city of Yekaterinburg Wednesday for a meeting with President Dmitry Medvedev. Russian-German consultations are a frequent occurrence, but few are as important for both countries as this meeting.
On July 14 and 15, the two sides will essentially be holding a joint cabinet meeting attended by nearly 100 leaders of their largest respective industrial, banking, trade and commodities companies.

Only after fulfilling this condition Europe will be ready to analyse with Moscow the security architecture on the continent, within the new Russia-EU committee for foreign policy matters at ministerial level.In case of progress in Transnistria matters experts foresee a great success for this structure, which may even replace Russia-NATO Council.


But for the time being such a scenario is unlikely to happen. European experts and diplomats continue to debate the Russian-German idea on setting up a Russia-EU committee on foreign policy and security. Alexander Rarh, a member of the German Council for foreign policy, the program director for Russia , says the memorandum signed in this respect on 5 June by chancellor Angela Merkel and president Dmitri Medvedev could be interpreted as the EU answer to the Russian leader’s suggestion on the conclusion of a new European Security Treaty.

German Foreign Minister Guido Westerwelle will brief French and Polish officials on a joint proposal for Russian-European "cooperation on security," according to a statement from Westerwelle's spokesman on Monday. The proposal emerged out of talks between German Chancellor Angela Merkel and Russian President Dmitri Medvedev earlier in June and is based on a draft Russia drew up in 2008. Russian Foreign Minister Sergei Lavrov will be present at the meeting. Peschke said, "We want to further elaborate and discuss it within the triangle [i.e., France, Germany and Poland] in the presence of the Russian foreign minister."

Russia and Germany on Monday (8 June) circulated a five point plan for a new EU-Russia security committee, which was proposed at a bilateral summit in Germany over the weekend to the surprise of senior EU officials in Brussels.

Point four zooms in on the frozen conflict in Transniestria, Moldova, envisaging: "joint activities of Russia and the EU, which will ensure a seamless transition from the current situation to the final stage."
The committee would also "develop guidelines for joint civil/military operations" and "make recommendations" on "the various conflicts and crisis situations, to the resolution of which Russia and EU are contributing within relevant international formats."The Russian-German memorandum envisages a new body bringing together EU foreign relations chief Catherine Ashton and Russian foreign minister Sergei Lavrov to "exchange views on current issues of international politics and security."
The office of EU foreign affairs chief Catherine Ashton could not be contacted for a comment.

In official reporting, there was nothing unusual about President, Dmitry Medvedev’s, working visit to Germany last weekend, except perhaps the rather short notice. German Chancellor, Angela Merkel, greeted him in her official residence in Meseburg outside Berlin and politely expressed agreement on a wide range of issues, from the forthcoming G8/G20 summit in Canada to sanctions against Iran. There was, nevertheless, a particular significance in this trip, which came only a few days after the Russia-EU summit described even by the mainstream Russian media as hollow and unsuccessful (Rossiyskaya Gazeta, June 3). Receiving a lukewarm response to his persistent requests for a visa-free travel agreement, Medvedev also discovered that he would no longer meet with rotating EU presidents, trying to make their mark in the annals of diplomacy, but with the same Eurocrats, who could not deviate from the common position (Vremya Novostei, June 2).

Russia, EU to take efforts to solve Transnistrian conflict in 5+2 format

CHISINAU, 7 June. /MOLDPRES/. Russia and Germany have proposed that a EU-Russia Political and Security Committee should be set up, according to a joint memorandum by Russian President Dmitriy Medvedev and German Chancelleor Angela Merkel. This commission will take efforts to solve the Transnistrian conflict in the five plus two format.
The committee should be steered by EU foreign policy chief Catherine Ashton and Russian Foreign Minister Sergey Lavrov. "In particular the committee shall be empowered to hold a forum to exchange opinions on up-to-date issues of international policy and security, to hammer out principles for joint civilian/military operations of crisis management, to exchange opinions and to come out with recommendations concerning specific cooperation aspects, including conflicts and crisis situations," the memorandum said.
Russia and the EU will take efforts to solve the Transnistrian conflict, in particular by taking into account the progress made in the five plus two format (Moldova, Transnistria, Russia, Ukraine, the OSCE, the EU and the USA). "This cooperation may include Russia' and the EU's joint activities which would secure uninterrupted transition from the present situation to the final stage," the document said.
The sides agreed that progress made by the committee should be examined at the next EU-Russian summit.
While meeting Moldovan Prime Minister Vlad Filat on 12 May 2010, German Chancellor Angela Merkel said her country would further back Moldova's efforts to settle the Transnistrian conflict. Merkel said she would discuss the issue with Russia too. "I am sure that a solution to this issue can be found through political will," Merkel said.

Guvernul Republicii Moldova salută Memorandumul adoptat la 5 iunie, 2010 de către Cancelarul federal al Germaniei Angela Merkel şi Preşedintele Rusiei Dmitrii Medvedev şi îşi exprimă speranţa că angajamentul politic asumat de către liderii celor două ţări deschide perspective promiţătoare în reglementarea conflictului transnistrean. Guvernul consideră că actul în cauză se înscrie în contextul intensificării eforturilor întreprinse în vederea soluţionării problemei transnistrene. O dovadă elocventă în acest sens o constituie discuţiile purtate de către autorităţile Republicii Moldova cu partenerii internaţionali implicaţi, precum şi voinţa politică exprimată în Declaraţia Înaltului Reprezentant al UE pentru Afaceri Externe şi Politică de Securitate şi Declaraţia ruso-ucraineană din 17 mai, curent.
